The incident, which was all captured on police body cameras, occurred just outside of Oklahoma City in Grady County. The woman was identified as 36-year-old Rachel Zion Clay.

She was initially detained for erratic behavior and was not going to be arrested. However, while in the back seat of the police car, she managed to set herself free from handcuffs. She then located a switch to unlock and retrieve an assault rifle in the back of the patrol car.

Everyone who got hit by the rifle’s bullets, fortunately, sustained non-life threatening injuries and have since been released from the hospital.

While speaking on the incident, Grady County Undersheriff Gary Boggess said, “While in the back seat of a patrol car, she was able to get her wrist free from the handcuffs and the handcuffs were put on properly.”

Recalling how the woman must have been able to reach into the patrol car’s console and grab a rifle he stated the following:

“There’s several switches, one is a gun switch to unlock the gun lock and she found it, unlocked the gun lock, and was able to retrieve an AR-15 rifle. Then she was able to figure out how to put a round in it, put it on fire and she fired approximately 10 rounds at our deputies and a civilian.”

In police body cam and dash cam footage, the woman is seen wielding the rifle and shooting it several times through the back window of the patrol car. A civilian is first hit in the upper body, leading the two deputies to retreat and call in for backup and EMS (Emergency Medical Services).

After more than five hours of Clay barricading herself in the car and having a standoff with additional police personnel, she finally surrendered.

Authorities later tested the woman for any illegal substances and learned that she had tested positive for meth (methamphetamine).

Clay is now facing three charges of shooting with the intent to kill, and is being held on a $1 million bond.

Meanwhile, Boggess confirms that his office is now planning to make changes to its protocols to ensure deputies and bystanders remain safe in the field.

He said, “One, I will say, is our console where it actually said ‘gun.’ She was able to see that. That’s going to be replaced. We’re going to put a switch someplace else in the vehicle to lock our gun. It’s a freak deal. It’s one of these … I’m not going to say one in a million, but you know, it’s one of those deals that, you know, once it happens, then you go back and try to make sure it never happens again. That’s what we’re looking at.”
