Mayor Muriel Bowser made the announcement of phase 1 on Wednesday, while explaining what will be allowed. The district will allow restaurants to offer outdoor dining and barbershops and salons to open by appointment only. Non-essential retail can reopen for curbside pickup. Parks as well as tennis courts and dog parks can also reopen, but recreation centers will remain closed as contact sports are banned. On top of all of that, residents will still have to wear face masks and maintain 6 feet distance when in public.

“Beginning Friday, May 29, we will move into phase one of reopening,” Bowser said in a press briefing. “So I want to clarify this — COVID-19 is still in our community, in our region and our nation. The public health emergency will continue. Gatherings of more than 10 people are still prohibited.”

“I want to clarify that COVID-19 is still in our community, in our region, in our nation, and the public health emergency will continue,” she said.

“As we begin reopening, it cannot be said enough that every single one of us has a role to play and protecting ourselves and each other,” Bowser said. “We have a shared responsibility to stop the spread of the virus.”

“By taking these responsibilities seriously, we can continue to make progress and move toward getting our kids back to school and people back to work. If we don’t take them seriously, we risk losing the progress we’ve made by our shared sacrifice.”
