A cable from Secretary of State Marco Rubio directed U.S. diplomatic posts to enforce the freeze. According to CNN, this affects billions of dollars in funding through the State Department and the U.S. Agency for International Development, leaving humanitarian organizations scrambling to adjust. The executive order calls for an 85-day review of foreign assistance programs to determine whether they support American interests. During this period, “stop work” orders are issued for existing aid programs, and no new assistance will be initiated.
The outlet also reported that critics have argued that the freeze could have catastrophic consequences for global humanitarian efforts, especially since the United States is the world’s largest humanitarian donor. Although the freeze permits waivers for emergency food assistance and military financing for Egypt and Israel, the cable did not clarify if there would be further aid for major recipients like Ukraine and Taiwan.
