The survey, conducted by language learning platform Preply, asked locals to rate their fellow residents based on social behaviors such as lack of public awareness, noisiness in shared spaces, and poor treatment of social workers. Results revealed that Miami locals rated their fellow residents with 9.88 out of 10 on the rudeness scale. According to the New York Post, Philadelphia, Pennsylvania, took second place with a score of 9.12. Tampa, Florida, previously ranked as the rudest city in 2022, came in third with an 8.88.
To assess these rankings, Preply polled city residents about the rude behavior they observed around them and then compiled the responses into a rudeness score out of ten. Louisville, Kentucky, and Oakland, California, rounded out the top five, scoring 8.72 and 8.67, respectively.

However, several cities, including Louisville, Kentucky, Charlotte, North Carolina, and Austin, Texas, jumped at least five spots in the rankings since 2022. The study revealed that the most common rude behaviors included a lack of concern for others, being noisy in public, and an overall lack of self-awareness. Additionally, older Americans were more likely to view newcomers to their cities as ruder than long-term residents.
New York City did not make the top 10 rudest cities, and politics played a role in people’s perceptions. One in two Americans said their city had become ruder ahead of the upcoming elections.
