The bodycam footage shows the girl screaming for her father as officers try to place her in a police vehicle. As the child continues to plea for her father, a female officer tells her to stay in the car so she can stay warm but one cop could be heard in the background saying “Just spray her at this point.” After they spray her, the girl asks for the officers to help wipe her eyes.
During a press conference on Sunday, Rochester Deputy Police Chief Andre Anderson said the girl was suicidal and had a physical altercation with her mother before the incident. He said, “She indicated she wanted to kill herself and she wanted to kill her mom,” as reported by the New York Post.

Police Chief Cynthia Herriott-Sullivan said that the department is working on making sure these types of incidents do not occur again.
“I don’t see that as who we are as a department. And we’re going to do the work we have to do to ensure that these kinds of things don’t happen.”
