Black Man Who Was Led With A Rope by White Cops Sues A Texas City For $1 Million

Donald Neely, the man who made headlines last year after being arrested and led by a rope by two white officers on horseback, is now suing a city in Texas over the incident.

According to The Guardian, a lawsuit was filed last week in Galveston county district court on behalf of the 44-year-old, saying he suffered humiliation and fear during his arrest. The suit alleged that the officers’ conduct was “extreme and outrageous”, both physically injuring Neely and causing him emotional distress.

As we previously reported, Neely, who was homeless at the time, was sleeping on a sidewalk when he was arrested for criminal trespass. Photos of the August 2019 encounter showed Neely being led by the officers on a rope. The lawsuit accused the city and the department of negligence, and stated that the officers should have known Neely would find it hurtful and offensive to be led on the rope “as though he was a slave.”

However, at the time this went down, Galveston’s police chief, Vernon Hale, defend their move and called the tactic a “trained technique and best practice in some scenarios”. Though, he shared that the officers “showed poor judgment”, adding that the department since changed its policy to prevent the use of the technique.

Neely is now suing the south-east Texas city and its police department for $1M.
