OpenAI has announced that it wants to give federal agencies access to ChatGPT, offering its AI platform to the U.S. government for $1 a year. According to CNBC, on Tuesday (August 5), OpenAI announced it will offer its ChatGPT Enterprise product to U.S. federal agencies for $1 through the next year. Additionally, the publication reports that OpenAI has been working to strengthen its connection with lawmakers and federal officials in recent months.

OpenAI Announces $200M Department Of Defense Contract And New OpenAI For Government Pilot Program

Back in June, OpenAI announced the launch of a new offering called “OpenAI for Government.” The company stated that the U.S. Department of Defense awarded it a contract of up to $200 million. The OpenAI for Government initiative stands as a pilot program with the Defense Department through their Chief Digital and Artificial Intelligence Office (CDAO).

The June 16, 2025 press release states:

“This contract will bring OpenAI’s industry-leading expertise to help the Defense Department identify and prototype how frontier AI can transform its administrative operations, from improving how service members and their families get health care, to streamlining how they look at program and acquisition data, to supporting proactive cyber defense. All use cases must be consistent with OpenAI’s usage policies and guidelines

The new OpenAI for Government initiative focuses on bringing our most advanced AI tools to public servants across the United States. We’re supporting the U.S. government’s efforts in adopting best-in-class technology and deploying these tools in service of the public good. Our goal is to unlock AI solutions that enhance the capabilities of government workers, help them cut down on the red tape and paperwork, and let them do more of what they come to work each day to do: serve the American people.

OpenAI for Government consolidates our existing efforts to provide our technology to the U.S. government—including previously announced customers and partnerships as well as our ChatGPT Gov⁠ product—under one umbrella as we expand this work. Our established collaborations with the U.S. National Labs⁠, the Air Force Research Laboratory, NASA, NIH, and the Treasury will all be brought under OpenAI for Government.”

The press release further noted that OpenAI for Government will offer U.S. federal, state, and local governments access to:

  • OpenAI’s most capable models within secure and compliant environments, including through ChatGPT Enterprise and ChatGPT Gov
  • Custom models for national security, offered on a limited basis
  • Hands-on support
  • Insight into what’s coming next so government customers can plan ahead and anticipate new ways to apply our tools to their most important work

OpenAI Wants To Give Federal Government Access To ChatGPT For $1 A Year

In an August 6, 2025 press release, OpenAI has now announced that it looks to provide ChatGPT to the entire U.S. federal workforce. The company says this is a “first-of-its-kind partnership with General Services Administration will give federal agencies access to ChatGPT Enterprise for $1 for the next year.” Furthermore, OpenAI said its new partnership with the U.S. General Services Administration (GSA) will help launch a transformative initiative. The press release reads:

“For the next year, ChatGPT Enterprise will be available to the entire federal executive branch workforce at essentially no cost. Participating U.S. federal agencies will be able to use our leading frontier models through ChatGPT Enterprise, for the nominal cost of $1 per agency for the next year.

This effort delivers on a core pillar of the Trump Administration’s AI Action Plan⁠ (opens in a new window) by making powerful AI tools available across the federal government so that workers can spend less time on red tape and paperwork, and more time doing what they came to public service to do: serve the American people.

Helping government work better – making services faster, easier, and more reliable—is a key way to bring the benefits of AI to everyone. OpenAI Shares Positive Results From Pennsylvania And North Carolina State Workers Using ChatGPT In 12-Week Pilot Programs

In a recent OpenAI pilot program — giving Commonwealth of Pennsylvania employees access to ChatGPT — workers saved an average of about 95 minutes per day on routine tasks. Additionally, in another OpenAI 12-week pilot program — giving the North Carolina Department of State Treasurer’s office access to ChatGPT — 85% of participants had a positive experience with the AI platform.

While further explaining its new initiative, OpenAI said it will offer federal agencies:

  • Universal Access to ChatGPT Enterprise: Every participating U.S. federal agency will have access to OpenAI’s leading frontier models through ChatGPT Enterprise for a nominal fee of $1 for the next year. For an additional 60-day period, OpenAI will provide unlimited use of advanced models and features, like Deep Research and Advanced Voice Mode.
  • Educational Tools and Training: To help federal employees feel confident using AI, OpenAI set up a dedicated government user community and tailored introductory trainings through the OpenAI Academy. Custom training platforms and guided learning – either directly or through partner-led sessions – are also available to help employees explore and leverage AI. And, to help federal agencies make the most of ChatGPT, OpenAI is teaming up with experienced partners Slalom and Boston Consulting Group to support secure, responsible deployment and trainings.
  • Security and Compliance: Protecting sensitive information is critical. OpenAI’s goal is to ensure agencies can use AI securely and responsibly. ChatGPT Enterprise already does not use business data, including inputs or outputs, to train or improve OpenAI models. The same safeguards will apply to federal use. Additionally, GSA has officially issued an Authority to Use (ATU) for ChatGPT Enterprise, demonstrating our commitment to rigorous security and compliance standards.
